The City of Fultondale is seeking an experienced Assistant Police Chief to serve as the second-in-command of the Police Department and oversee daily operations and services. Under the direction of the Police Chief, the Assistant Police Chief develops crime reduction strategies, directs critical incident response, coordinates with partner agencies, and represents the department before the public, elected officials, media, and community organizations. The position establishes and enforces departmental policies and procedures, oversees internal investigations, and evaluates emerging technologies and best practices to enhance operational effectiveness and public safety. Supervision is exercised over all sworn and civilian department employees.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Option A:
At least 2 years of experience in a supervisory capacity in law enforcement at the level of Police/Sheriff's Lieutenant (or equivalent) or higher rank on or before the closing of the announcement.
Possession of a current Peace Officer Standards and Training (POST) certification.
Possession of an ACJIC/NCIC Certification.
Possession of a valid driver's license.
Option B:
At least 2 years of experience in a supervisory capacity in law enforcement at the level of Police/Sheriff's Sergeant (or equivalent) or higher rank on or before the closing of the announcement
Bachelor's degree or higher in Criminal Justice or Public Administration from an accredited university or college.
Possession of a current Peace Officer Standards and Training (POST) certification.
Possession of an ACJIC/NCIC Certification.
Possession of a valid driver's license.
TYPICAL JOB DUTIES:
Oversees, either directly or through subordinate supervisors, daily activities of assigned precinct or operational unit(s) and associated administrative processes, by setting policies and priorities, handling employee concerns and problems, completing and/or reviewing performance evaluations, and coaching, counseling or disciplining staff to ensure the department functions properly and efficiently.
Manages projects for major Police programs or initiatives, by developing plans, assigning personnel, allocating resources, facilitating teamwork, reporting regularly to Chief and other City or agency officials, and taking necessary steps to accomplish assignments and allow evaluation of programs and projects after completion.
Develops and administers departmental budget and procurement by maintaining fiscal control over expenditures, evaluating needs, purchasing equipment, services and supplies, ensuring security and maintenance of equipment and assets, overseeing contracts for services, ensuring maintenance of appropriate financial records, and recommending financial policy and fiscal measures to ensure funds are available and in line with the desires of the Police Chief.
Oversees the internal investigation of alleged employee misconduct by fact-finding, analysis, and drawing conclusions regarding misconduct, determining disciplinary action in compliance with law, policy, and labor agreements, and representing the Department at disciplinary hearings before the PBJC and for other quasi-judicial hearings and processes in order to maintain professionalism and integrity.
Prepares, maintains, and/or oversees the preparation of records, forms and monthly, quarterly and annual reports including budget reports, management plans, technical studies, training lesson plans, statistical analyses, personnel orders, etc., to maintain proper documentation and utilize in decision making.
Oversees the development and implementation of various internal and multi-agency grant proposals and projects by coordinating agency involvement in preparing grant proposals for submission, managing the implementation and evaluation process, and developing fiscal and program reports as required to fund department programs and ensure compliance with grants requirements.
Oversees investigations of financial claims against the Department by researching the actions that led to the claims and facilitating preparation of the City defense and/or recommendation of settlement in consultation with City Attorney and insurance companies to resolve outstanding financial claims.
Oversees support functions of the department, such as communications/dispatch, fleet, property, records, budget, identification, alarms, and the Public Safety Information Technology (IT) function by monitoring performance and ensuring that each support service has the resources and staffing necessary to ensure availability of services essential to departmental operations.
Communicates with Police Chief, officers, other officials/departments or agencies to plan, review department and/or joint operations/activities, review/resolve problems, receive advice/direction, and provide recommendations and oversight to ensure efficient and coordinated efforts.
Oversees public relations and information services by responding to questions, complaints and requests for information from a variety of individuals and groups (e.g., citizens groups, the general public, attorneys, consultants, outside agencies, the media, employees, superiors), attending official functions, council and community meetings, and delivering presentations and public speeches to effectively communicate and maintain transparency.
Participates in and oversees professional development activities by attending and facilitating precinct/unit meetings, training sessions and seminars to stay abreast of best practices and changes in the field and to promote improved job performance.
Maintains knowledge of laws, codes, regulations, and criminal/civil case law by reading professional literature, maintaining professional affiliations, and serving on panels, boards, and/or committees to ensure departmental operations are in compliance with all applicable laws and codes.
Performs or manages personnel functions, including recruiting of new employees, reviewing applications and resumes, participating in the interviewing process, and recommending individuals for employment.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs. Work may involve physical ability necessary to occasionally subdue or restrain a combative individual and exercise necessary self-defense.WORK ENVIRONMENT:
Work is conducted almost exclusively indoors in an office setting, with occasional visits to other departments, agencies, or in the field at significant crime scenes.
