JOB SUMMARY:

The Jefferson County General Services Department is seeking a well-qualified Senior Construction Project Manager to lead the planning, design, procurement, construction, commissioning, and closeout of complex capital improvement and facility renovation projects. This position serves as the County's owner representative and is responsible for managing multiple construction projects from inception through completion while ensuring projects are delivered safely, on schedule, within budget, and in accordance with contract documents, applicable codes, and County standards.

The Senior Construction Project Manager oversees project teams consisting of architects, engineers, consultants, contractors, commissioning agents, and County staff. Responsibilities include managing project scope, budgets, schedules, procurement activities, contract administration, construction quality, risk management, and stakeholder communications. The position also provides leadership and supervision to project management staff by assigning work, reviewing project performance, mentoring team members, and ensuring consistent application of departmental project management standards.

Successful candidates will possess strong leadership, communication, negotiation, and organizational skills, along with extensive experience managing vertical construction, renovation, building systems, and public-sector capital projects. The ability to effectively coordinate multiple complex projects while maintaining exceptional customer service and delivering high-quality facilities is essential.

$90,022 - $139,651

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Valid Driver's license.

  • Experience working in a projectized or functional organization, managing and/or delivering projects based on objectives and goals.

  • Experience managing construction projects to include project budget, scope, and project schedule using project management techniques (e.g., critical path method, program evaluation and review technique, work breakdown structure).

  • Experience performing work utilizing project management tools and techniques, processes, and knowledge areas.

  • Experience leading and/or supervising project teams to include assignment and review of work and project objectives, on-time delivery, and managing key stakeholders.


TARGETED QUALIFICATIONS:

  • Possession of a Project Management Professional (PMP) certification.

  • Bachelor’s Degree in Business Management, Business Administration, Project Management, Construction, Engineering, Finance, or Industrial Distribution. 

  • Experience managing complex real estate, construction, facilities management, or engineering projects with a proven ability to deliver results on time, within budget, and in full compliance with specifications and quality standards.

  • Experience supervising staff in a formal management capacity, including making hiring decisions, assigning and reviewing work, conducting performance evaluations, addressing performance issues, and ensuring work is completed through subordinate staff.

TYPICAL JOB DUTIES:

  • Initiates new projects by thoroughly exploring key elements of the scope of the project.

  • Plans projects by defining goals, outcomes, and expectations.

  • Executes project plans and facilitates completion of the project.

  • Monitors and controls the project from beginning to completion.

  • Closes the project upon completion.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

  • Determines criteria that will indicate project success.

  • Identifies potential project constraints and risks. 

  • Leads the definition of project objectives and establishes short- and long-term goals.

  • Determines the course of action required to meet project objectives.

  • Tracks project milestones and deliverables. 

  • Ensures project is completed and meets original expectations.

  • Assigns and distributes work to staff based upon departmental/division needs, deadlines and qualifications of personnel.

  • Directs staff in carrying out appropriate job duties.

  • Evaluates time required to complete projects and workload of staff members in order to establish accurate timelines and/or deadlines.

  • Establishes performance goals and measures progress toward goals. 

PHYSICAL DEMANDS:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.

WORK ENVIRONMENT:

Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
