JOB SUMMARY:

The City of Birmingham is seeking a well-qualified and motivated Unhoused Strategies Program Manager to be an operational leader responsible for the administration and oversight of homelessness prevention, outreach, and housing programs. Incumbents in this position direct day-to-day service delivery, manage program budgets and grant compliance, and supervise a multidisciplinary team. Employees are also responsible for implementation and evaluation of programs that support individuals and families experiencing homelessness. The incumbent acts as a primary liaison with community partners and advocacy coalitions to drive housing stability and systemic equity through data-driven performance and client-centered practices.

$70,012 - $108,617

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Bachelor’s degree in Public Administration, Social Work, Psychology, Human Services, Urban Planning, or a closely related field from an accredited college or university.

  • Experience coordinating program operations or projects (e.g., tracking program goals, assisting with grant-funded activities, monitoring program service delivery).

  • Experience in a lead-worker capacity (e.g., supervising staff, overseeing work of volunteers/interns, or leading a project team).

TYPICAL JOB DUTIES:

  • Directs daily operations for shelter and housing programs and establishes performance metrics to monitor outcomes and ensure goals are met and services are aligned with the Housing First model.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

  • Manages budgets for programs and tracks expenditures to ensure compliance with federal and state funding mandates (e.g., HUD ESG and CoC).

  • Oversees the grant application and Requests for Proposals (RFPs) process to ensure necessary information, documentation and compliance standards are met.

  • Oversees documentation standards and data entry into the Homeless Management Information System (HMIS) to ensure accuracy for reporting and auditing purposes.

  • Represents the organization in community coalitions by building collaborative relationships with housing providers and government agencies in order to advocate for expanded affordable housing policies.

  • Designs and evaluates long-term strategies to address systemic barriers to housing by drafting formal policy recommendations for adoption by executive leadership or legislative bodies.

  • Analyzes emerging federal and state legislation (e.g., updates to the HEARTH Act) to determine organizational impact and lead the transition of service delivery models to maintain compliance.

  • Oversees the identification and acquisition of private philanthropic and non-traditional funding streams to secure funding for housing initiatives and programs.

  • Serves as the primary technical advisor to elected officials, boards, and commissions on matters of homelessness and affordable housing by representing the agency in high-profile media and public forums.

PHYSICAL DEMANDS:

Job involves physical exertion required for sustained periods of light physical activity such as walking or standing for brief periods of time. May involve light lifting of items or objects weighing up to 25 lbs. May require physical tolerance for environments with potential exposure to infection disease, disagreeable odors, and unhygienic conditions.

WORK ENVIRONMENT:

Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residences, or encampment for the unhoused, community shelters, or hospitals. Work involves use of standard office equipment such as computers, phones, and copiers. Work involves providing services to individuals experiencing homelessness with complex behavioral, medical, and socioeconomic needs.
