JOB SUMMARY:

The General Services Director at the Jefferson County Department of Health manages daily operations and supervises staff responsible for maintaining and securing Health Department facilities. This role ensures that buildings, equipment, and grounds are properly maintained, and that security measures are current and effectively monitored to safeguard both property and personnel. The Director also oversees emergency planning and preparedness, develops and manages budgets and expenditures, and contributes to planning and directing capital improvement projects, including new construction, space allocation, and facility renovations.

$101,192 - $156,998

MINIMUM QUALIFICATIONS:

The following are job-related qualifications required for employment consideration for this position.

  • Experience as a direct supervisor of workers (e.g., supervising teams or groups of workers to complete projects, conducting performance reviews/appraisals, recommending or administering disciplinary actions).

  • Experience managing financial resources, to include developing and/or monitoring a budget (e.g. monitoring expenditures and approving/disapproving purchase requests).

  • Experience planning and managing projects/programs involving facilities management and capital improvement/construction.

  • Experience directing work in construction, inspection, or maintenance of buildings and facilities.

  • Experience utilizing work order/asset management software to monitor and track resources of commercial or industrial facility (e.g. personnel, equipment).

TYPICAL JOB DUTIES:

  • Prepares, monitors, and administers departmental or organizational budget by reviewing and analyzing spending trends and financial data, preparation of expenditure reports, and ensuring expenditures are within annual budgetary limits.

  • Participates in planning capital improvements and procedural changes in order to improve operating efficiency, ensure compliance with policies and regulations, and meet the future needs of the Health Department.

  • Manages contracting services, including identification/clarification of needed services, preparation of requests for proposals, awarding contracts, and monitoring progress on projects.

  • Creates and/or maintains databases to assist with data storage, organization, analysis and reporting.

  • Responsible for facilities management of four Health Department buildings including maintenance, repairs, renovation, remodeling, landscaping and upkeep of grounds, and purchasing of furniture, equipment and supplies.

  • Administers general services, including processing work orders, the security function, fleet management, event management, print shop, furniture purchases, landscaping, records management, voting machine readiness, and assistance with disease control.

  • Procures and/or manages inventory of supplies and equipment (e.g., evaluates need for supplies and services, monitors and maintains contracts for supplies and equipment) to ensure the products and services are available to meet the operational needs of each department.

  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.

  • Assists with developing short and long-range space allocation plans.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

PHYSICAL DEMANDS:

Job involves moderate physical exertion required for occasional prolonged periods of standing, pushing, pulling, lifting, carrying, balancing, climbing, stooping, kneeling, crouching, or crawling. May involve occasional lifting of items or objects weighing up to 50 lbs.

WORK ENVIRONMENT:

Work is performed both within employer-owned facilities such as offices, workshops, warehouses, or stations. Work involves use of office and communication equipment such as computers, copiers, phones, and two-way radios. Work may require exposure live electrical circuits, volatile gasses, and extreme hot or cold temperatures.
