The Budget Analyst is responsible for monitoring financial accounts for the Birmingham City Council district offices. Primary responsibilities include reviewing and reconciling district-specific accounts, generating accurate financial reports, and tracking expenditures to ensure compliance with city, state, and federal regulations. The Budget Analyst serves as a liaison between council offices, city departments, and vendors while supporting the proper execution of contracts/agreements and/or other goods and services for the Birmingham City Council. Additional responsibilities include but are not limited to: maintaining audit-ready documentation, monitoring compliance, resolving financial discrepancies, and advising council members and staff on funding availability, standard operating procedures, and general accounting principles. This role plays a key part in ensuring the transparent, efficient, and strategic use of public funds.The Budget Analyst shall combine strong accounting and budget fundamentals, often involving significant and cross departmental collaboration to achieve desired outcomes.
This position is not included in the Classified Service of the Personnel Board Merit System and, as such, is not governed by the Personnel Board’s Rules and Regulations or afforded Merit System rights.
COMPENSATION & BENEFITS:
Salary Range: $57,000.00 - $75,000 + voluntary participation in the defined and fringe benefits plansEducation and Experience Requirements:
Bachelor’s degree in accounting, finance, business administration, or closely related field w/ at least five (5) years of experience in bookkeeping, preparing, financial reports, reconciliation, data entry, and Microsoft Office Suite.
Core Skills and Knowledge
Accounting, budgeting, financial analysis, and reporting, internal controls, and risk management.
Advanced excel, ERP systems, data analytics, accounting software, math, and sound municipal government insight.
Clear, concise, and effective verbal and written communication.
TYPICAL JOB DUTIES:
Collaborate w/ supervisors and team members to develop comprehensive and consistent reporting across council district offices.
Analyze spending patterns, contractual agreements, data for accuracy, and transactions throughout the entire budget cycle (i.e., daily, monthly, quarterly, and annually).
Develops workflow processes w/ district offices that are guided by automation and/or recordkeeping versus informal processes that allow for errors and omissions.
Prepare detailed financial reports, spreadsheets, and presentations for management and council district offices (as needed).
Ensures the integrity of accounting information by recording, verifying, consolidating, and entering transactions.
Maintains strong relationships and connectivity with all departments and stakeholders to ensure consistency of processes, utilization of operating tools, and best practices.
Continually seeking and implementing opportunities to improve performance and professional skills through professional development and training.
Conducting periodic internal audits and variance analyses to identify trends or discrepancies.
