JOB SUMMARY:

The City of Birmingham is seeking a well-qualified, motivated Recruitment and Retention Supervisor to serve as a first-line supervisor responsible for the strategic administration of the City’s talent acquisition and employee engagement programs. Under the direction of the Deputy HR Director, the incumbent manages a team of recruiters and technical staff to ensure a steady pipeline of qualified candidates while maintaining strict adherence to Civil Service Merit System principles. This role goes beyond standard hiring by analyzing turnover trends, developing validated secondary screening tools (including structured interviews for Public Safety), and spearheading city-wide retention initiatives. The incumbent acts as a critical checkpoint for equity, reviewing selection packets to ensure hiring decisions are justifiable, consistent, and compliant with EEO guidelines.

MINIMUM QUALIFICATIONS

The following are job-related qualifications that are required for employment consideration for this position:

  • Bachelor’s degree or higher from an accredited college or university in Human Resources Management, Business Administration, Industrial-Organizational Psychology, Public Administration, or a closely related field

  • Experience performing full-cycle recruitment and selection, including sourcing for hard-to-fill positions, posting positions, screening applications, coordinating interviews, and processing hires from initial recruitment through onboarding

  • Experience advising hiring managers or leadership on recruitment strategies, including sourcing, evaluating candidates, and supporting hiring decisions

  • Experience applying federal and state employment laws to hiring actions and communicating requirements to hiring managers and/or applicants

  • Experience in at least one (1) of the following areas:

    • Designing, developing, or validating standardized personnel selection tools (e.g., structured interviews, scoring rubrics, or job-related assessments); or

    • Designing and interpreting organizational surveys (e.g., employee engagement, candidate feedback, job analysis, onboarding, developmental, or exit surveys).

TYPICAL JOB DUTIES:

  • Supervises staff by assigning and directing work, monitoring performance, providing feedback and training, addressing personnel issues, and participating in staffing and disciplinary processes to ensure efficient and effective operations.

  • Develops and implements comprehensive outreach plans to support the agency’s talent acquisition needs by coordinating with the Personnel Board (PBJC) and managing supplemental agency-specific branding on social media and job board platforms.

  • Collaborates with Hiring Managers and the Personnel Board to develop specialized secondary screening criteria and selection tools (e.g., structured interviews).

  • Ensures the integrity of the selection process by auditing interview packets for fairness and consistency, providing technical guidance and support to managers on hiring recommendations, and providing oversight of EEO metrics to ensure all recruitment actions align with federal, state, and Civil Service regulations.

  • Leads the agency’s employee engagement framework by designing organizational climate surveys and analyzing turnover data to develop mitigation strategies and reports for HR Leadership regarding workforce stability and off-boarding trends.

  • Serves as a business partner to agency departments by identifying unique staffing needs and facilitating specialized training for hiring managers on structured interview techniques, merit-based selection, and retention strategies to ensure consistency across the agency.

  • Monitor agency-wide HR trends (e.g., retention, selection rates) by preparing comprehensive reports on EEO metrics ands recruitment analytics to provide HR and agency leadership with data-driven insights for policy recommendations and organizational improvements.

  • Engages in professional development by attending training, conferences, classes, etc. to maintain professional certifications and licenses, and remain abreast of current practices, trends, and regulatory changes relevant to the field.

PHYSICAL DEMANDS:

Job is primarily sedentary involving sitting for long periods of time, and may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:

Work is conducted almost exclusively indoors in an office setting. Job may require occasional travel to attend job fairs and other recruiting events. Work involves use of standard office equipment, such as computer, phone, copier, etc.
