Jefferson County is seeking a well-qualified, motived Environmental Laboratory/Compliance Administrator to plan, organize, direct, and evaluate all activities of the Barton Water Pollution Control Laboratory. Their work involves negotiating terms of permits, administrative orders, consent decrees and other legal documents and policy documents with federal and state regulatory agencies, attorneys, environmental groups, and others. Employees in this job class operate with considerable independence within the framework of departmental policies and applicable federal, state and local laws and regulations. Work is reviewed through analysis of operating reports and records and communications between Jefferson County Environmental Services and federal and state regulatory agencies.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Bachelor's degree in chemistry, biology, civil/environmental engineering or a related field of study from an accredited college or university.
Experience managing water quality sampling, monitoring, and analyses related to wastewater treatment to ensure compliance with established standards and guidelines.
Experience in a supervisory or leadership role in which you were accountable for the performance and work product of professional, technical, or support personnel.
Experience in budgetary preparation and administration.
TARGETED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
Experience preparing and administering National Pollutant Discharge Elimination System (NPDES) permits related to Publicly Owned Treatment Works (POTWs).
Experience managing a discharge monitoring report quality assurance study program in compliance with Environmental Protection Agency (EPA) guidelines.
Experience managing and interpreting metal and nutrient analyses laboratory processes using automated analysis equipment (e.g., GC-MS, ICP-MS, Discrete Analyzer)
TYPICAL JOB DUTIES:
Oversees the bidding and procurement process for the equipment and materials used by the department.
Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
Oversees departmental activities by coordinating and evaluating various laboratory data analysis, sampling methodology, and various reports in order to ensure accuracy and compliance with federal, state and local laws.
Assists in the permit application process by discussing application requirements, reviewing applications, reviewing draft permits, responding to draft permits, and distributing permit to personnel in order to comply with Clean Water Act.
Reviews new and existing policies, and discusses policies with regulatory agencies and stakeholders in order to ensure compliance with State and Federal environmental regulations.
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.WORK ENVIRONMENT:
Work is conducted indoors in an office setting and, in a laboratory, as well as during regular field visits to external places of business, residence, or construction worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work also involves the use of scientific testing equipment, such as reagent bottles, beakers, microscopes and incubators.EEO STATEMENT:
