The City of Birmingham is seeking a qualified and motivated Systems Analyst – Geographic Information Systems (GIS). The Systems Analyst – GIS develops and maintains GIS applications and databases, ensuring effective integration of GIS software and systems. This role analyzes and resolves information processing issues, provides user training and support, and monitors system performance to maintain accuracy and efficiency. Responsibilities include designing and modifying applications, databases, and programs using languages such as ASP.Net, Java, C#, SQL, and Python. The Systems Analyst also serves as an on-site administrator, managing user access, performing updates, and ensuring system reliability. The Analyst provides technical guidance and training to support staff and ensure adherence to established standardsCOMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Experience analyzing and documenting user requirements in a business, government or financial environment.
Experience using ESRI tools (e.g., ArcMap, ArcGIS, ArcDesktop etc.) to design and edit GIS systems, programs, and databases.
Experience designing and maintaining geospatial databases (e.g., MS SQL server, relational databases, etc.).
Experience using programming languages (T-SQL, .NET, Python, etc.).
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection process.
Bachelor's degree or higher from an accredited program in Geography, Geographical Information Systems (GIS), Computer Science, Management Information Systems or Information Systems.
Work experience in a dedicated geospatial or geography-related field.
Work experience developing and deploying custom Geographical Information Systems (GIS) web content (e.g., Hub Sites, Dashboards, Experience Builder, Web Applications, Story Maps).
Experience with configuration/deployment/maintenance of GIS web applications built within VertiGIS Studio/Essentials framework.
Work experience configuring and deploying Accela back office filters, workflows. Experience configuring/deployment of Accela Citizen Portal.
Experience developing custom reports using Crystal Reports, SQL Reporting Services, Power BI.
Developing guides or documentation to support business processes related to GIS and Accela or other enterprise systems.
Team lead experience managing projects and larger requests with the use of Microsoft Projects/Asana or similar applications.
TYPICAL JOB DUTIES:
Analyzes and monitors system applications, programs, and/or databases.
Designs, develops, and modifies system applications, programs, and/or databases.
Creates and modifies system documentation and user guides.
Conducts training to provide knowledge and understanding of work processes to ensure compliance with procedures and standards.
Provides assistance to programmers/analysts or other personnel
Serves as on site administrator for various systems or applications by providing user support, installing system/application updates, and managing user access rights for user systems.
Analyzes Geographic Information Systems (GIS) data for use in various settings (e.g., urban planning, infrastructure development, public health) using ArcGIS applications, maps, graphs, and/or tabular data in order to identify spatial relationships.
Designs or coordinate the development of integrated Geographic Information Systems (GIS) spatial or non-spatial databases using multiuser relational database management systems (e.g., AcrGIS, Oracle, Microsoft SQL) in order to develop and map thematic layers of GIS data (e.g., administrative areas, site addresses, ownership and tax parcels, health trends, spread of ID, Orthophotos, etc.).
Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.WORK ENVIRONMENT:
