JOB SUMMARY:

The City of Birmingham is seeking a Parks Maintenance Superintendent to provide strategic leadership and direction in planning, implementing, and managing long-range maintenance operations for city parks and facilities. This position is responsible for developing and administering operating and capital budgets, preparing bid specifications, managing contracts, and coordinating vendor services. The Superintendent oversees staff engaged in the maintenance, repair, and upkeep of parks, grounds, and related facilities. In addition, the role includes designing and overseeing projects such as the installation of playground equipment, picnic pavilions, batting cages, and storage buildings—from concept through completion. Work is performed in both office and field settings, with regular site visits to parks and sports complexes throughout the city.

Birmingham $66,684 - $103,438

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Driver's license.

  • Experience working in parks and recreational facilities (e.g., facility maintenance, planning large events, managing capital budgets).

  • Experience supervising facility maintenance crews (e.g., scheduling work hours, delegating tasks, reviewing work, enforcing safety procedures).

PREFERRED QUALIFICATIONS:

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by the hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • Experience coordinating sports activities (e.g., recreation league administrator, athletic director).

  • Coursework related to facility construction/maintenance (e.g., engineering, construction, plumbing, electrical, turf-grass).

TYPICAL JOB DUTIES:

  • Prepares bid specifications for projects, including capital projects, by drawing up plans, coordinating with architects/engineers, meeting with city leaders, and reviewing specifications in order to ensure projects will be completed correctly and in a timely manner.

  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.

  • Oversees the work of contractors who are working on various projects, including capital projects, by coordinating with architects/engineers, keeping records of work done, meeting with contractors, and reviewing invoices in order to ensure projects are completed correctly and in a timely manner.

  • Directs the operation, maintenance, and repair of parks and recreation facilities, grounds and equipment by scheduling work, directing and observing staff, and reviewing work completed in order to ensure that the facilities and grounds are safe and acceptable for use.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

  • Develops and maintains operating and capital budgets which include projecting expenditures, monitoring actual operating and capital expenditures.

  • Meets with contractors that have been awarded the bids to discuss the details of the project.

  • Assigns and distributes work to staff based upon departmental/division needs, deadlines and qualifications of personnel.

PHYSICAL DEMANDS:

Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:

Work is conducted both indoors in an office setting as well as during regular field visits to external parks and sports complexes. Work involves use of standard office equipment, such as computer, phone, copier, etc.
