The City of Homewood is seeking to hire a Zoning Administrator. This position is responsible for overseeing the daily operations of the department and ensuring compliance with local, state and federal regulations. The Zoning Administrator reviews zoning issues and complaints, identifies and resolves violations of codes, ordinances, or use regulations. This individual will conduct follow-up inspections for compliance, consult with legal teams, and provide testimony in court as necessary. The Zoning Administrator provides information and guidance to the public, contractors, engineers, and others to clarify zoning regulations. They supervise subordinate staff by training, assigning and reviewing work and conducting performance evaluations.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Option A:
Driver's license.
Bachelor's degree in Planning, Architecture, Urban Development, Public Administration, Geography or a related field.
Experience with amending, interpreting, and/or enforcing zoning ordinances.
Experience researching and writing zoning regulation reports.
Option B:
Driver's license.
Experience with amending, interpreting, and/or enforcing zoning ordinances.
Experience researching and writing zoning regulation reports.
Experience reading and interpreting land use maps and policies.
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by the City of Homewood. These qualifications may be considered by the hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
American Institute of Certified Planners (AICP) Certification.
Congress for New Urbanism Certification.
Project Management Professional Certification.
Master's degree or higher in Planning, Urban Studies, Public Administration, Architecture, Geography or a closely related field.
Experience with the development/implementation of a comprehensive plan.
Experience with creating new zoning ordinances (e.g., form-based code).
TYPICAL JOB DUTIES:
Advises various individuals (e.g., citizens, property owners, technical committees, developers, engineers, architects, land surveyors, public works departments) by researching, assisting, and informing others to ensure that individuals and organizations are equipped with the information they need to make informed choices.
Prepares for, contributes to, and follows up on meetings with committees, boards, commissions, councils, etc. to address zoning issues, share information, develop policies/plans/procedures, and collaborate on related zoning projects.
Manages and enforces zoning documents (e.g., permits, applications, proposals, plans) by reviewing and approving plans to implement zoning regulations and ensure compliance.
Conducts inspections of properties by researching complaints, verifying information, and distributing inspections to determine violations of jurisdictional regulations, policies, and ordinances.
Manages the daily operation of the department such as budgeting, legal compliance, and activities related to land development/use, site development, zoning, and subdivision planning to facilitate coordination and collaboration within the organization
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
Develops and/or coordinates special projects or initiatives (e.g., Clean Sweep, Neighborhood Clean-Up, Prohibited Parking) to aid in zoning compliance.
Oversees enforcement of local/applicable zoning and land use regulations to ensure that development takes place in a manner that is consistent with the community's vision and goals.
Fills in for the supervisor in his/her absence to ensure that the organization is functioning smoothly.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may also involve periodic sustained physical activity such as walking, standing, or stooping. May involve occasional light lifting of items or objects weighing up to 25 lbs.WORK ENVIRONMENT:
Work is conducted both indoors in an office setting, as well as during regular field visits which consists of driving various routes in a vehicle. Work involves use of standard office equipment, such as computer, digital camera, phone, copier, etc.EEO STATEMENT:
