JOB SUMMARY:

The City of Birmingham is seeking to hire a Property Control Clerk to be responsible for receiving, recording, storing, and securing evidence or property collected from crime investigations. Employees in this job class are responsible for keeping detailed written and electronic records, according to chain of custody procedures, of all incoming and outgoing evidence or property. The Property Control Clerk will maintain secured access storage facilities and assist in coordinating the proper disposal or destruction of sensitive materials, including narcotics, bio-hazardous materials, firearms, and explosives. At times, the Property Control Clerks will be required to wear personal protective equipment (PPE), such as gloves, masks, and safety glasses, to minimize exposure to hazards that may cause serious workplace injuries and illnesses.

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Experience working in a storeroom or warehouse performing duties such as maintaining inventory, distributing supplies, maintaining records, etc.

  • Experience using Microsoft Excel or similar program to develop worksheets, reports, or run formulas on datasets.

  • Willingness to work while wearing Personal Protective Equipment (PPE) to protect oneself from harmful materials and to prevent contamination of evidence.

PREFERRED QUALIFICATIONS:

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by the hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • Certification in Evidence and Property Control Management.

  • Ability to lift items weighing up to 50 pounds.

TYPICAL JOB DUTIES:

  • Issues and releases seized evidence or property to sworn officers or citizens in compliance with local, state, and federal laws and department guidelines by completing required documentation in order to maintain chain of custody and/or ensure lawful disposal and destruction.

  • Provides service to internal and/or external customers.

  • Manages the evidence and property in-take process by labeling, documenting, and filing of evidence and other materials using the Law Enforcement Records Management System (LERMS) and inventory control methods (e.g., labeling, filing, and categorizing physical property) in order to ensure that property is identified, secured, and properly stored.

  • Procures and/or manages inventory (i.e., supplies and equipment) to ensure the products and services are available to meet the operational needs of each department.

  • Receives phone calls and answers questions from the general population regarding the status of their property or vehicles.

  • Documents evidence (e.g., drugs, firearms) received from forensics lab and officers using a law enforcement record management software system (e.g., LERMS, New World – AEGIS) in order to preserve and maintain integrity of evidence and establish chain of custody.

  • Verifies that biohazard items are identified appropriately with stickers and stored separately in order to prevent contamination as per safety and health regulations and to preserve and maintain integrity of evidence.

  • Verifies that guns are processed and safely stored by verifying that they are unloaded and appropriately zip-tied.

PHYSICAL DEMANDS:

Job involves moderate physical exertion for short periods of time. May involve bending, stretching, or reaching with your body, arms, and/or legs. May exert maximum muscle force to lift, push, pull, or carry objects. May lift objects weighing up to 50 pounds. May stand up for extended periods of time. May involve stooping, crouching or crawling.

WORK ENVIRONMENT:

Work is performed in an indoor environment. Work involves use of standard office equipment, such as computer, phone, copier, etc. Job may require occasional exposure to biological and/or chemical hazards, noxious chemicals and/or fumes (e.g., paints, solvents, chlorine, cleaning products), and/or unpleasant smells (e.g., urine, feces, noxious fumes, and waste). Job may require employees to wear personal protective equipment (PPE), such as gloves, masks and safety glasses to minimize exposure to hazards that may cause serious workplace injuries and illnesses
