The Personnel Board of Jefferson County is seeking a well-qualfied Classification and Compensation Manager to provide strategic and tactical compensation support to the Merit System. The Manager executes the Board's strategic objectives and directives as they relate to the creation and maintenance of a compensation plan for the Jefferson County Merit System. The Manager oversees the full pay plan process, including recommending adjustments and enhancements to the Human Resources Management System (HRMS). They assist in establishing compensation objectives, policies, and operating procedures aligned with organizational goals. In addition to managing high-level, confidential administrative functions, the Manager provides direct supervision to the Classification and Compensation Department. A deep understanding of compensation systems, salary survey methodologies, and market analysis is essential. This position requires considerable initiative, discretion, and independent judgment. The Manager regularly collaborates with internal departments and interacts with jurisdictions across the Merit System. Work is primarily performed in an office environment and involves minimal physical activity.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Bachelor’s degree in Human Resources, Business Administration, Business Management, or a related degree.
Experience designing, administering and managing compensation systems or processes (e.g., establishing grades, salary ranges, job descriptions, salary surveys) for use in compensation decisions.
Experience in a position where one of the primary functions involved performing job evaluations for the purpose of job classification.
Experience communicating (verbally and in writing) with high level officials (e.g., Mayors, Executives, Department/Division Heads) regarding decisions based on policy, procedure, or law, some of which may be unfavorable.
Experience coordinating, delegating and /or working collaboratively with other managers, co-workers, peers, or subordinates across an organization in order to meet specific organizational goals or project deadlines.
PREFERRED QUALIFICATIONS:

PHR, SPHR, CCP Certifications.
TYPICAL JOB DUTIES:
Develops and executes the strategic plans related to classification and compensation programs by collaborating with upper management to establish objectives and procedures, and reviewing, revising, and approving rules and procedures related to classification and compensation.
Prepares and monitors departmental budget by reviewing spending trends, consulting with personnel, analyzing financial data, and presenting an annual budget based on financial data and department needs to ensure that expenditures are within annual budgetary limits.
Oversees and manages the job evaluation process including the annual classification survey and job audits.
Ensures Merit System contracts for services are in compliance with the Enabling Act and Personnel Board Rules and presents recommendations for approval or denial of requested service to the Three-Member Board.
Receives requests (i.e., advance step compensation, the creation of new job classes, premium pay), assigns projects to staff, reviews appropriate information, and prepares summary information and final recommendations, as needed.
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, and providing performance feedback and training to staff.
Participates in market compensation surveys by determining which surveys will be most useful, submitting purchase requests, assigning survey participation to staff, submitting data, and receiving and maintaining the library of compensation data.

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.WORK ENVIRONMENT:
